报告指出，涉事旅游巴士的车顶结构无法承受来自护栏的侧向冲击力，加剧了乘客伤亡程度。
报告指出，事发路段为陡坡急弯道路，缺乏照明设施，路面严重破损（鳄鱼皮裂缝），车道标线褪色，反光设施失效，护栏安装不当并已受损。
报告也指出，用于提示危险弯道的“雪佛龙”标志也不具反光能力，难以在夜间起警示作用。
