行动党金宝国会议员张哲敏建议浮罗交怡由中央政府接管，成为第4个联邦直辖区，以让这个岛屿获得发展。
“让布城直接接管浮罗交怡，让它继布城、纳闽及吉隆坡之后的第4个直辖区。”
他今天（8日）在参与《2024年财政预算案》济事务部委员会阶段辩论时，提出这项建议。
张哲敏表示，浮罗交怡旅游协会（LTA）首席执行员再努丁指浮罗交怡受冠病疫情肆虐后，就快变成“鬼镇”了，并指岛上的客房预订率在屠妖节连假毫无起色，尤其是3星级或以下的酒店客房预订率仅达10%。
他询问，这是否因为州政府的政策而造成。
伊党乌鲁雪兰莪议员哈斯尼占哈伦反问，难道旅游部在推动浮罗交怡旅游方面，没有责任吗？
张哲敏表示，旅游部固然有责任，但是州政府的责任最大，尤其是印象，连旅游部长也询问为何游客不可以穿短裤到海边，非穆斯林要喝酒也不可以？
哈斯尼占哈伦打岔说：“必须尊重啊，这是穆斯林的权利！有什么问题？”
张哲敏认为，州政府到今天没有任何措施来提高游客率。
