槟州基本设施及交通委员会主席再里尔指出，他2019年在巴黎举行的经济合作与发展组织（OECD）会议上，曾获得亚洲发展银行献议槟州政府“绿色融资”，可惜最终被中央政府取消此项融资。
“我2019年出席经合组织（OECD）会议，汇报槟岛南部填海计划时，深获国际社会好评，亚洲发展银行更献议提供槟州政府‘绿色融资’以进行填海计划和槟州交通大蓝图。”
“可是这项融资必须获得中央政府批准，可惜2020年初我国政变，新政府取消了这项融资。”
再里尔周四在州议会总结辩论时说，槟州政府又不是要向中央政府借钱，只是要求中央政府批准亚洲发展银行的“绿色融资”而已，也被拒绝。
