随着我国一些落实加强行管令（EMCO）地区进一步延长至12月31日，再加上圣诞节跫音将近，国家安全理事会周五发布最新标准作业程序，让处于加强行管令（EMCO）地区人士了解，圣诞节及平安夜允许或禁止进行的活动。
宗教场所篇：
禁止一切庆祝活动。
住宅区篇：
a）来自同屋檐的家人依然可在家里欢庆佳节。
b）禁止互访。
c）禁止举行开放门户及上门报佳音活动。

a）维持至少1米肢体距离。
b）避免前往人潮多、封闭式空间及近距离谈话。
c）避免拜访患有慢性疾病的人士。
d）鼓励家人穿戴口罩。
e）时常在可触及之处及餐桌展开消毒。
f）确保食物有遮盖，避免受污染。
商业单位篇：
a）商业活动被禁止。
b）鼓励商家使用网上销售的便利。
