根据《路透》报道，在英国宣布禁止华为参与5G建设后，中国驻英大使刘晓明对欧洲改革中心（Centre for European Reform）表示这件事“令人失望又沮丧”，指英国就像是抛弃了这家公司。刘晓明认为，其他中企对此事都密切追踪，恐因此无信心进行后续更多投资。
报道中提到，刘晓明说“把中国视为体制上竞争对手、潜在敌对国家的人都搞错了，那些人都朝着错误的方向前进，中国从来没有干涉过其他国家的内政，也强烈反对任何国家干涉中国内政”。
刘晓明警告，某些欧洲政客对“港区国安法”发表了不负责任的评论，应当尽快停止干涉香港事务；并补充说道“港区国安法受到香港人民热烈欢迎”。
