他周二发文告说，这显示一定水平油价所假设的全年估计赤字。
他说，如果油价跌幅大大低于我们的年度平均估计，政府将重新安排支出的优先顺序，以弥补收入的下降。

他续说，大众关注石油是可以理解的，因为它与全球地缘政治影响密切相关。
